The neighborhood plan for transformation of North Titusville evolved from the application for a Choice Neighborhood Grant for the public housing project called Loveman Village. The focus of the Choice Neighborhood program, a HUD program that is an evolution of HOPE VI, is for transformation at a neighborhood scale rather than limited to only the housing project. In addition, the key three elements that the Choice Neighborhood program focuses on transforming are the people, housing and neighborhood.
Our approach began with a regional analysis of greater Birmingham to locate the neighborhood of North Titusville within the context of the area. From our regional analysis we were able to see that North Titusville is significant because it is adjacent to downtown neighborhood's which provides opportunities to residents for employment and recreation. The closest downtown employment base to North Titusville is UAB, which is located just under the railroad crossings on 6th Avenue South. Another employment base we located nearby the neighborhood was Princeton Hospital, which is situated North and West from the neighborhood along MLK Jr. Drive.
